About the author
James Low is Principal Researcher with the Civil Service College, Singapore. As part of a team working to enhance the understanding of governance and policymaking in the Singapore Public Service, James is responsible for developing curriculum and training public service officers. He specialises in the use of case study as a methodology to draw out lessons in Singapore's public-sector experiences and facilitates learning among public officers. James' research areas include public governance, particularly Whole-of-Government coordination, crisis management, and international relations. He also teaches case study methodology and trains and consults with foreign civil servants. James received his PhD from the Australian National University, and holds a Master of Arts from the National University of Singapore and Post-Graduate Diploma in Education from the National Institute of Education, Nanyang Technological University. He has published with the ANU Press, Australian Journal of Public Administration, Journal of Southeast Asian Studies, Public Administration and Policy and Routledge.
